An iDEAL casino is an online casino that lets you deposit straight from your Dutch bank account with iDEAL, now shown at checkouts as iDEAL | Wero. In the Netherlands, only casinos licensed by the Kansspelautoriteit (KSA) may legally accept Dutch players, so every casino we list on this page holds a Dutch licence. Deposits arrive within seconds; withdrawals go back to your bank account by transfer, because iDEAL itself cannot pay out.

We rewrote this page in October 2026. Earlier versions listed offshore casinos for Dutch players. Those have gone: the KSA has fined unlicensed operators millions of euros for exactly that, and a Dutch player at an unlicensed site loses Cruks protection, has no Dutch complaints route and has to declare the gambling tax personally. What follows is a list of licensed sites, a step-by-step guide to paying with iDEAL, the rules every Dutch casino has to follow, and the tax position.

Bonuses at Dutch-licensed casinos may only be offered to players aged 24 or over, and licensed sites mark them “Promotie 24+”. Check the operator’s own terms before you deposit. In June 2026 the KSA fined LeoVegas Gaming EUR 500,000 for falling short on player protection between October 2023 and May 2024; the company keeps its licence, and we show the fine here so you can weigh it yourself.
All KSA-licensed online casinos (October 2026)
We checked the KSA’s own register, the Kansspelwijzer, on 7 October 2026. Thirty companies held a licence for online casino games played against the operator. The table lists each licence holder with the websites the register names and the licence period. In the last column we note whether the brand’s Dutch homepage showed iDEAL or iDEAL | Wero when we loaded it from a Dutch connection on the same day. “Not confirmed” means our homepage check did not show the logo, not that the casino refuses iDEAL; almost every Dutch cashier offers it, so open the cashier to be sure.

Two practical points come out of the register. First, the licence period matters: JOI Gaming’s licence for Jacks.nl runs to 20 November 2026 and no renewal had been published when we checked, so look the brand up again before you deposit later this year. Second, a Dutch-sounding name proves nothing. Brands such as Betway, Mr Green, Casumo, Jackpot City and PartyCasino do not appear in the register, so they may not offer casino games to people in the Netherlands, whatever their marketing says.
How we choose casinos for this page
Every casino with a link on this page has to pass four checks, all done as desk research against primary sources:
- Licence: the brand’s domain appears in the KSA register with a current online casino licence.
- iDEAL: the Dutch site shows iDEAL or iDEAL | Wero as a deposit method, and the operator explains how payouts reach your bank account.
- Terms: the welcome offer is marked 24+, and the bonus and payout terms are published in Dutch on the operator’s own site.
- Track record: we read the KSA’s sanctions list and mention any fine against the operator, as we do for LeoVegas above.
The checks follow the general method in how we rate casinos, adapted to the Dutch rules. We have no affiliate link with any brand on this page. LeoVegas is shown as an example of a KSA-licensed iDEAL casino, and the other licensed brands appear in the register table, so you can compare them on the same facts.
Recent KSA fines against licensed brands
A licence is not a seal of perfection. The KSA also fines licence holders that fail their duty of care (zorgplicht) or break advertising rules. Recent examples from its sanctions list:
- 1 December 2025: Optdeck Service Limited (Unibet), EUR 4,000,000 for duty-of-care failings between July 2022 and July 2024.
- 15 December 2025: JOI Gaming Limited (Jacks.nl), EUR 400,000 for using role models in the promotion of a “Jack’s Racing Day” event.
- 13 January 2026: Tulipa Ent Limited (ComeOn), EUR 750,000 for insufficient duty of care between December 2023 and September 2024.
- 11 June 2026: 711 B.V., EUR 886,000 for inadequate duty of care.
- 24 June 2026: LeoVegas Gaming, EUR 500,000 for insufficient player protection between October 2023 and May 2024.
These cases are published because the system works: a licensed operator can be inspected, fined and, in the worst case, lose its licence. An offshore site answers to none of that.
How to check a casino’s licence in the KSA register
- Go to the Kansspelwijzer on kansspelautoriteit.nl (the same search also runs on the KSA’s OpenOverGokken site).
- Type the brand name or the exact web address, for example “leovegas.nl”. Searching by domain is safer than by brand, because offshore copycats often use similar names on a different domain.
- Open the result and check the licence type. For slots, roulette and blackjack you need “Online casinospel tegen vergunninghouder” (online casino games against the licence holder).
- Compare the website listed in the register with the address bar of the site you are on. Only the domains named in the register are covered.
- Check the validity dates. Most first licences from 2021 and 2022 expire after five years, and the KSA is now issuing renewals running to 2031.
If a site is not in the register, it is not legal in the Netherlands, whatever its footer claims. A Curaçao, Anjouan or even a Malta licence does not give any operator the right to target Dutch players.
What is iDEAL?
iDEAL is the Dutch online bank payment system, launched in 2005. Figures from the Dutch Payments Association (Betaalvereniging Nederland) put it at about 1.47 billion payments in 2024 and 72% of Dutch online purchases that year. You choose iDEAL at checkout, pick your bank or scan a QR code, approve the payment in your banking app, and the merchant receives confirmation immediately.
The scheme was developed by the Dutch banks and run by Currence. Since 31 October 2023 it has been owned by the European Payments Initiative (EPI), the company behind the Wero wallet. Older versions of this page said iDEAL was “created by 8 Dutch banks” and “available to all players in the EU since 2014”. Neither is accurate today: you need an account with one of the participating banks or payment institutions, and the scheme is aimed at the Dutch market.
Banks and providers that support iDEAL
The issuer list on ideal.nl (checked October 2026) names ABN AMRO, ASN Bank (which now also serves former SNS and RegioBank customers), bunq, ING, Knab (BAWAG AG Netherlands Branch), N26, Nationale-Nederlanden Bank, Rabobank, Revolut, Triodos Bank, Van Lanschot Kempen and Yoursafe, plus the payment institutions Adyen, FINOM and Mollie. You can therefore use iDEAL with an N26 or Revolut account even if you do not bank with a Dutch high-street bank, although a casino may still ask you to prove that the account is in your own name.
What iDEAL costs and how much you can send
Consumers normally pay nothing for an iDEAL payment; the fees in iDEAL’s published schedule are charged between banks, acquirers and merchants. There is no single scheme-wide maximum. Your bank sets an online payment limit that you can usually change in its app, and the casino sets its own minimum and maximum. LeoVegas.nl, for example, accepts iDEAL | Wero deposits from EUR 10 up to EUR 10,000 per transaction and charges no transaction fee (its iDEAL page, checked 7 October 2026). Remember that your own deposit limit under Dutch rules will usually be far lower than either figure.
iDEAL becomes Wero: the timeline
iDEAL is being folded into Wero, EPI’s pan-European payment wallet. The switch is gradual:
- 28 October 2025: iDEAL and Wero announce that iDEAL will move to Wero step by step from 2026.
- Early 2026: the combined “iDEAL | Wero” logo appears at checkouts. Licensed casinos such as LeoVegas.nl already use it.
- From October 2026: all Dutch banks are connected to Wero, and iDEAL | Wero payments progressively move onto Wero’s systems (Betaalvereniging Nederland, 16 July 2026).
- By 31 December 2027 at the latest: the banks and payment providers aim to complete the move to Wero, after which the iDEAL brand is phased out.
For players, the experience hardly changes: you still pay from your bank app in a few seconds, and the Dutch Payments Association says consumers will notice no real difference in how they pay online. Nothing published by iDEAL, Wero or the association so far excludes licensed gambling merchants. If your casino cashier shows only “Wero” at some point in 2027, it is the same bank-to-bank payment under a new name.
How to deposit at an iDEAL casino, step by step
- Pick a licensed casino. Use the table above or search the Kansspelwijzer. Check that the domain you are on matches the register.
- Register and verify. Dutch casinos must confirm your identity before you can play. Many use iDIN, which lets you identify yourself through your own bank’s login; others ask for a passport or ID card photo. The casino also checks Cruks, the national self-exclusion register, every time you log in.
- Set your limits. Dutch rules require you to set a deposit limit before you play, along with limits on logins and playing time. The screen must be neutral, with no pre-filled amounts and no advertising.
- Open the cashier. Choose iDEAL | Wero and enter an amount within your limit.
- Approve the payment. Select your bank or scan the QR code with your phone, then confirm in your banking app.
- Play. The balance appears in your casino account within seconds. A deposit cannot be cancelled once you approve it, so check the amount before you confirm.
When an iDEAL deposit fails
- Your casino deposit limit is reached. The cashier blocks the payment before it reaches your bank. Lowering a limit takes effect at once; raising one above EUR 350 a month (EUR 150 under 24) needs personal contact with the operator.
- Your bank’s online payment limit is too low. Change it in your banking app or pay a smaller amount.
- The payment session timed out. iDEAL payment requests expire after a few minutes. Start a new deposit from the cashier rather than retrying an old link.
- The account is not in your name. Casinos match the IBAN holder to your verified identity. A payment from a partner’s or parent’s account is usually refused or refunded.
How withdrawals work
iDEAL is a pay-in method only. When you withdraw, the casino sends the money by bank transfer, normally to the IBAN that made your iDEAL deposits. Some casinos route that transfer through a payment provider. LeoVegas.nl, for instance, says it pays out via Trustly because iDEAL is technically suitable for deposits only, and that payouts to your verified account (the IBAN of your first iDEAL | Wero deposit) are free from EUR 0.01, are often processed within minutes to hours and at the latest within 24 hours, and can take up to five working days when extra verification is needed.
With SEPA Instant transfers the money then lands in seconds, so in practice the casino’s own approval is the slow step. Expect delays when you withdraw for the first time, when your details do not match your bank account, or when a bonus with wagering is still active. A worked example
Suppose you are 30 and set a monthly deposit limit of EUR 200. You deposit EUR 50 with iDEAL on 3 October, then EUR 50 on 10 October, and withdraw EUR 120 on 15 October after a lucky session. Your gross deposits for the month are EUR 100, well under your own limit. Your net deposits (deposits minus withdrawals) are minus EUR 20, so no affordability check is triggered. The EUR 120 goes back to the IBAN you paid from, and you owe no tax on it, because the licensed operator pays the gambling tax.

Online gambling rules in the Netherlands
Online casino gambling has been legal in the Netherlands since the Remote Gambling Act (Wet kansspelen op afstand, Koa) took effect on 1 October 2021. Those first licences ran for five years; on 17 September 2026 the KSA announced the first eight renewals, valid from 1 October 2026 to 1 October 2031 (Betent, Bingoal, FPO Nederland, Hillside, Holland Casino, NSUS Malta, Play North and TOTO Online, according to the register).
- Age: you must be 18 or over to play. Bonuses and targeted promotions are limited to players aged 24 and over.
- Deposit limits: since 1 October 2024, the maximum monthly deposit limit you can set without contacting the operator is EUR 350, or EUR 150 if you are under 24. A higher limit is only possible after a personal contact moment that you initiate with the operator.
- Affordability checks: also since 1 October 2024, operators must check whether you can bear the financial consequences when you want to deposit more than EUR 700 a month, or more than EUR 300 if you are under 24. These thresholds are net deposits (deposits minus withdrawals) per calendar month. In guidance published on 2 July 2026, the KSA said savings may not be counted; the check must be based on structural income.
- Session reminders: during play you get a pop-up every 30 minutes showing how long you have played and your limits, all amounts are shown in euros, and the operator must tell you when lower stakes than the default are available.
- Cruks: the national self-exclusion register. You can register yourself on cruks.nl with DigiD for a minimum of six months, and a registration cannot be cancelled before that period ends. Every licensed casino must check Cruks when you register and each time you log in.
- Advertising: untargeted advertising has been banned since 1 July 2023, and sponsorship was phased out in stages, with the last sports sponsorship deals ending on 1 July 2025.
How to register in Cruks
- Go to cruks.nl and log in with DigiD.
- Choose how long you want to be excluded; six months is the minimum.
- Confirm. From then on every licensed online casino, Holland Casino venue and gaming hall must refuse you until the period ends.
Someone close to you, such as a partner or family member, can also ask the KSA to register you involuntarily if they are worried about your gambling. The KSA then assesses the request.
Planned changes
On 12 June 2026 the cabinet announced plans for a ban on online gambling advertising, a ban on bonuses (including free bets on sign-up) and an overarching deposit limit that would apply across all licensed operators, with an affordability check for anyone who wants to raise it. These are policy intentions that still need legislation, and no start date or euro amount had been set when we checked. If they pass, today’s welcome offers will disappear, including the one in our list.
Unlicensed casinos: why we no longer list them
Offshore casinos still advertise to Dutch players, often with iDEAL logos and Dutch-language pages. The KSA’s response has grown sharper: fines can reach 10% of an operator’s worldwide turnover. Recent fines against unlicensed operators:

Fines are not the only tool. The KSA also issues orders subject to a penalty (last onder dwangsom) and collects those penalties when operators ignore them; in September 2026 alone it issued orders against the operators of luckygem.com and boomerang.bet. What it means for you as a player
- No Cruks. An offshore site does not check the register, so self-exclusion does not protect you there.
- No Dutch deposit or affordability rules. The EUR 350/150 limits and the EUR 700/300 checks do not apply.
- No complaints route in the Netherlands. If a withdrawal is refused, the KSA cannot help you get your money back.
- Tax becomes your job. You must file and pay kansspelbelasting yourself (see below).
- No way back for payments. If the site disappears or refuses to pay, an iDEAL payment you approved in your banking app cannot simply be reversed.
Players are not fined for using an unlicensed site; the law targets the operator. But you give up every protection described on this page.
Tax on casino winnings in the Netherlands
The Dutch gambling tax (kansspelbelasting) is 37.8% from 1 January 2026, up from 34.2% in 2025 and 30.5% in 2024. Who pays depends on where you play.
- At a KSA-licensed casino the operator pays the tax on its gross gaming result. You pay nothing on your winnings and do not need to declare them.
- At an online casino without a Dutch licence (offshore or EU-based) you must file and pay kansspelbelasting yourself. The Belastingdienst taxes the positive result per calendar month: winnings in that month minus stakes in that month. A loss in one month cannot be carried over to another.
- Deadline: the return and payment must reach the Belastingdienst by the end of the following month, so winnings from October 2026 are due by 30 November 2026.
- The EU exemption does not cover online casinos. The Belastingdienst exempts prizes from offline casino games, gaming machines, sports bets and horse-race bets organised in the EU, Norway, Iceland or Liechtenstein. Online games from an operator without a Dutch licence are not covered.
Worked tax example
You play at an unlicensed online casino in October 2026. You stake EUR 1,000 in total that month and win EUR 1,500. Your taxable result is EUR 500, and at 37.8% you owe EUR 189.00, payable by 30 November. Had you played the same games at a KSA-licensed casino, you would owe nothing, because the operator settles the tax. Late or missing returns can lead to an additional assessment and a fine. Most Dutch-licensed casinos also accept other methods. The right choice depends on whether you want speed, privacy from your bank statement or a separate budget.

Staying safe with iDEAL
Payment fraud in the Netherlands often imitates iDEAL. Start every deposit from inside the casino’s cashier, never from a link in an email, text message or social media advert. The bank page or app that opens should be your own bank’s, and the amount and merchant name shown in your banking app should match what you entered. If you are asked to pay a “verification fee” or “release fee” before a withdrawal, stop: licensed Dutch casinos do not charge players to pay out.
Players outside the Netherlands
iDEAL needs an account with a participating bank or payment institution, so it is mainly used by Dutch residents. If you are in Great Britain, only operators licensed by the UK Gambling Commission may offer you gambling under the Gambling Act 2005, and GAMSTOP self-exclusion covers only those sites. The Dutch licences on this page do not cover British players, and this list is not aimed at UK residents.

Frequently asked questions
Are iDEAL casinos legal in the Netherlands?
Only if the casino holds a licence from the Kansspelautoriteit. Since 1 October 2021, KSA-licensed operators are the only ones allowed to offer online gambling to people in the Netherlands, and you can check any brand or website in the Kansspelwijzer register.
Can I withdraw casino winnings with iDEAL?
No. iDEAL is a deposit method only. Casinos pay withdrawals by bank transfer, sometimes through a provider such as Trustly, normally to the IBAN you deposited from.
What happens to iDEAL now that Wero is coming?
iDEAL is moving to Wero step by step. The iDEAL | Wero logo appeared in early 2026, all Dutch banks are connected to Wero from October 2026, and the move should be complete by 31 December 2027 at the latest, after which the iDEAL brand is phased out.
Do I pay tax on winnings from an iDEAL casino?
Not at a KSA-licensed casino, because the operator pays the 37.8% kansspelbelasting. At an online casino without a Dutch licence you must declare and pay the tax yourself on your positive result per calendar month, by the end of the following month.
Is there a deposit limit at Dutch online casinos?
Yes. You must set your own limit before playing. Without contacting the operator, the highest monthly limit you can set is EUR 350, or EUR 150 under 24. Above EUR 700 a month in net deposits (EUR 300 under 24), the operator must check whether you can afford to play.
How do I know if a casino has a Dutch licence?
Search the website address in the KSA’s Kansspelwijzer register. The licence type should read “Online casinospel tegen vergunninghouder” and the domain you are on should be listed. If it is not there, the site is not licensed in the Netherlands.
Why do I have to be 24 to get a casino bonus?
Dutch rules protect young adults aged 18 to 23 more strictly. Licensed casinos may not target bonuses and promotions at them, which is why offers carry the label “Promotie 24+”. Younger adults also have a lower default deposit limit of EUR 150 a month.
Can I use iDEAL at an offshore casino?
Some offshore sites show iDEAL, but offering casino games to people in the Netherlands without a KSA licence is illegal and the KSA fines operators that do it. You would have no Cruks protection, no Dutch complaints route and would owe the tax yourself, which is why we do not list those sites.
