QBet is still online in October 2026, but it is not a casino we recommend. The Dutch regulator, the Kansspelautoriteit (KSA), fined its former operator Novatech Solutions N.V. EUR 24,846,000 for offering gambling to Dutch players without a licence, and Sweden’s Spelinspektionen banned the same company from offering games in Sweden. Since then the site has changed operator and licence. If you live in the Netherlands or Sweden, do not play here.
This review replaces our 2023 write-up, which described QBet as a “brand new” Curaçao casino. Below we set out the full sanctions timeline with the regulators’ own documents, the licence history, who runs the site today, what the terms say, and what players with money or a complaint at QBet can actually do.

The Dutch fine: EUR 24.8 million
The KSA’s decision of 16 December 2025, published on 10 March 2026, is the largest fine it has imposed on an illegal operator. Dutch media compared it with the roughly EUR 20 million Gammix fine of 2024. The decision covers qbet.com and its sister site 55bet.com.
On the facts, the KSA found that both sites were reachable from a Dutch IP address and that a supervisor could open an account with Dutch details, deposit and play. During registration the Dutch dialling code (+31) and “Netherlands” were filled in automatically. A Dutch-language review site described the Netherlands as Novatech’s focus market. Prices were in euros, and support was available in English.
The calculation shows how big QBet’s Dutch business was thought to be. Because Novatech did not supply figures, the KSA estimated its 2024 gross gaming revenue from the Netherlands with a search-volume method: about EUR 76.7 million for qbet.com and EUR 3.0 million for 55bet.com. It set the base fine at 4 % of estimated Dutch turnover and added 0.5 percentage points for each of five aggravating factors:
- autoplay on the slots;
- no visible age verification at registration, deposit or play;
- crypto and other anonymous payment methods, including Bitcoin and Skrill;
- an inactivity fee of EUR 5 a month from the thirteenth month of an unused account;
- withdrawal terms the regulator called unreasonable, including a reserved 10 % fee (minimum EUR 5) on payouts equal to or above the amount deposited, caps of EUR 10,000 a day, EUR 25,000 a week and EUR 100,000 a month, and a 3 % fee (maximum EUR 20) on extra withdrawals within 24 hours.
That produced EUR 103,612,000. The law caps a fine at 10 % of the offender’s worldwide net gaming revenue, which the KSA estimated at EUR 248,466,000 for 2024, so it reduced the fine to EUR 24,846,000. The KSA’s sanctions page shows that Novatech has objected, which means the fine is not yet final and could change.
Online gambling is legal in the Netherlands only at operators licensed by the KSA under the Remote Gambling Act (Wet kansspelen op afstand), in force since 1 October 2021. QBet has never held that licence. For legal options, see our guide to iDEAL casinos, which lists KSA-licensed sites only.
The Swedish ban
On 11 March 2026 Spelinspektionen banned Novatech Solutions N.V. from offering gambling in Sweden without a licence, with immediate effect (case 26Si334). The decision names five sites owned and run by Novatech: qbet.com, mangacasino.com, slotexpress.com, 55bet.com and 30bet.com.
The regulator found that the sites targeted Sweden. The Swedish country code was preselected for visitors from Swedish IP addresses, the brands were marketed through Swedish-language websites and Swedish-speaking streamers, and nothing prevented Swedish consumers from registering. Novatech was invited to respond and did not. The decision carried no fine.
Two consequences matter for Swedish players. An unlicensed site offers none of the protections of the Swedish system, including Spelpaus self-exclusion. And winnings from a casino licensed outside the EEA are taxable in Sweden at 30 % of net winnings per operator and year. Our page on casinos without a Swedish licence explains both rules in full.
One legal detail is worth knowing. The Swedish ban is addressed to Novatech, the company. Any new operator of qbet.com that directs games at Sweden would need its own Swedish licence, which RegalTech does not hold, and would risk its own ban.
Licence history
In the KSA’s 2024 inspection, qbet.com stated that Novatech was based in Curaçao and licensed there, while 55bet.com cited a licence from Anjouan. After Curaçao’s new gaming law (Landsverordening op de kansspelen, LOK) took effect on 24 December 2024, licences have been issued directly by the Curaçao Gaming Authority (CGA). The CGA’s registers show two Novatech licences:
| Licence | Type | Register entry | Status |
|---|---|---|---|
| OGL/2024/1790/1062 | B2C | Registered period 24 June 2025 to 24 December 2025 (OGL licence register, edition of 21 September 2026) | Expired |
| OGL/2024/1790/1174 | Second Novatech licence | Revoked with effect from 22 May 2026 (enforcement register, edition of 14 September 2026) | Revoked |
Spelinspektionen’s March 2026 decision still described Novatech as licensed under OGL/2024/1790/1062, so the register status may have been updated after that date. Either way, neither Curaçao licence covers qbet.com today. We could not find a primary register entry for any pre-2024 Curaçao sublicence. Note also that the CGA confirmed unauthorised access to its licensing portal on 17 and 22 September 2026, the portal was still offline on 2 October 2026, and the CGA says existing licences remain valid.
Who runs QBet now?
The footer and terms now name RegalTech Solutions Limitada, a Costa Rica company, with payments handled through Petillant Solutions Ltd in Cyprus. Its licence comes from the Tobique Gaming Commission, set up under the Tobique Gaming Act 2023 by the Tobique First Nation in New Brunswick, Canada. The commission’s licence-holder page lists Regaltech Solutions Limitada with a B2C licence expiring on 17 July 2027.
We could not establish exactly when the switch took place. Nederlandse Loterij already described the companies behind QBet as based in Curaçao and Costa Rica on 9 April 2026. A Tobique licence gives players far less recourse than a licence from the Malta Gaming Authority, the UK Gambling Commission or a national EU regulator. Our guide to legal online casinos explains how to check a licence in the regulator’s own register.
The Nederlandse Loterij case
On 9 April 2026 Nederlandse Loterij, the Dutch state lottery operator, announced a civil case against the operators and directors behind QBet, which it called the largest illegal gambling site in the Netherlands. It wants the site taken offline and kept offline, and it is suing not only the operator but also trust offices, letterbox companies and their directors. This is the lottery’s second such case after it summoned Lalabet in March 2025. We found no published judgment in the QBet case as of 7 October 2026.
If you have money or a complaint at QBet
Players with an open balance or a dispute should act in writing and keep a record of every step:
- Withdraw what you can. The minimum is EUR 10; the first withdrawal in any 24 hours is free, and extra ones cost 3 % (maximum EUR 20).
- Complete verification once. Upload ID and proof of address through “My Account” and keep copies. If QBet asks for source-of-funds or source-of-wealth documents, it says this is triggered automatically by enhanced due diligence.
- Ask for the clause. If a withdrawal is refused or an account is closed, ask support by email for the exact clause of the terms relied on.
- Use the Tobique route. The commission says complaints sent through its own website are not reviewed. Complaints about a Tobique-licensed operator must go through the complaints link in the Tobique Shield in the casino’s footer, which should point to validate.thetgc.ca.
- Disputes from the Novatech period. The CGA does not mediate individual disputes; its route is the casino first, then one of the seven CGA-certified ADR bodies (list dated 31 August 2026). Because Novatech’s licences have expired or been revoked, this route may no longer lead anywhere for old QBet accounts.
- Talk to your bank. For card deposits, ask your card issuer whether a dispute or chargeback is possible, and do so quickly, because issuers set time limits.
- Do not deposit again to unlock a withdrawal or pay a “fee”.
National regulators will not recover money for you. The KSA and Spelinspektionen act against operators; neither handles individual claims against an unlicensed casino.
Bonus terms
QBet’s promotions page lists the welcome offer as a 100% first deposit bonus up to EUR 100, claimed through the Rewards section. Some review sites still advertise 100 free spins on top; the offer page we checked shows no free spins, and availability appears to vary by country.
Version 04 of the bonus terms, dated 8 August 2025, is stricter than our 2023 review stated:
- Wagering: 40x the bonus amount for match bonuses up to 100% (50x for larger percentages); 35x on free-spin winnings.
- Maximum bet while wagering: EUR 4, or EUR 0.40 per line.
- Time limit: 30 days.
- Games: slots only, with a long excluded-games list and no bonus-buy features.
- Free spins and no-deposit winnings are capped at EUR 100.
A 40x wagering requirement on a EUR 100 bonus means EUR 4,000 in bets before you can withdraw bonus funds. QBet’s help centre (article updated 3 October 2026) still describes the casino cashback deal from our old review: after opting in, 20 % rakeback on casino spins paid as real-time cashback plus 5 % of daily net losses, for slots only and real-money losses only. For how these terms compare elsewhere, see our welcome bonuses guide.
Games and sportsbook
QBet offers slots from mainstream studios (Pragmatic Play, Play’n GO, Hacksaw Gaming, Nolimit City, Relax Gaming and others), live tables from Evolution and Pragmatic Play Live, a sportsbook with live betting, and a newer predictions product. Size is not the issue: the problem with QBet is the operator and the legal position, not the games.
Payments and withdrawals
QBet’s help centre (updated 3 October 2026) lists Visa, Mastercard, Sofort bank transfer, CASHlib, AstroPay Card, Jeton, crypto, MiFinity, eZeeWallet and Flexepin, with methods varying by country. Minimum deposits start at EUR 10 for cards, EUR 20 for Apple Pay or Google Pay where offered, and EUR 25 for crypto.
- Minimum withdrawal: EUR 10.
- Limits: EUR 10,000 per day, EUR 25,000 per week, EUR 100,000 per month.
- A 3% fee (maximum EUR 20) applies to each extra withdrawal requested within 24 hours.
- Arrival: QBet says up to 80 % of withdrawals are processed instantly and that funds can take up to 3 working days to arrive, depending on the method.
Our 2023 review mentioned ecoPayz. That wallet was rebranded as Payz in 2023; check the cashier for current e-wallet options, which differ by country.
Responsible gambling and support
QBet offers deposit limits (including a net deposit limit), time-outs and self-exclusion from the account menu. Its help centre says a self-excluded account is closed for the chosen period, and that access can be restored by contacting support after a mandatory cool-off. QBet is not connected to any national self-exclusion scheme, so Cruks in the Netherlands, Spelpaus in Sweden and GAMSTOP in Great Britain do not block it. Support runs through live chat, email and a help centre with about 100 articles. If gambling is becoming a problem, see our responsible gambling page.
Complaints and player reports
The recurring themes in published player complaints are delayed withdrawals, extra verification requests and accounts closed without a clear reason, with disputed amounts up to EUR 8,200. Long verification and slow payouts are common at offshore casinos, but combined with the regulatory record they are a reason for caution.
QBet vs alternatives
If you are outside the Netherlands, Sweden, the UK and the US and want an offshore casino, these brands we have checked give clearer recourse than QBet. None of them is available in the UK or the US.

- 40x-50x wagering and a EUR 4 max bet on bonuses

- Anyone who wants a regulator with real dispute powers or a national self-exclusion link.
- Players with a large balance to withdraw, given the complaint record on payouts and verification.
Why this review has no score
Our rating method weights the licence for your country at 30% and treats regulatory action as a mark against the operator. A brand whose former operator was fined EUR 24.8 million and banned in Sweden, and which changed operator and licence in 2026, cannot be scored fairly on that scale until its new set-up has a track record. We therefore give no rating and carry no affiliate link. Our editorial policy explains how warning reviews work.
Our verdict
We no longer feature QBet on any of our lists and do not link to it. Players in the Netherlands are excluded by QBet’s own terms, and players in Sweden should not use a site whose former operator Spelinspektionen has banned and whose current operator holds no Swedish licence. Elsewhere, the combination of a recent operator change, a low-tier licence and the complaint record means there are safer options.

Frequently asked questions
Is QBet legal in the Netherlands?
No. QBet has never held a Kansspelautoriteit licence. The KSA fined its former operator Novatech Solutions N.V. EUR 24,846,000 (decision of 16 December 2025, published 10 March 2026), and QBet’s terms now list the Netherlands as a restricted country.
Can Swedish players use QBet?
They should not. Spelinspektionen banned Novatech Solutions N.V. from offering gambling in Sweden on 11 March 2026, naming qbet.com. Spelpaus does not apply, and winnings from a casino licensed outside the EEA are taxable at 30 % of net winnings per operator and year.
Who owns QBet now?
The site currently names RegalTech Solutions Limitada of Costa Rica as operator, under Tobique Gaming Commission licence 0000087. The former operator was Novatech Solutions N.V. of Curaçao.
Is QBet’s Curaçao licence still valid?
No. The CGA registers show Novatech’s licence OGL/2024/1790/1062 as expired (registered period ending 24 December 2025) and OGL/2024/1790/1174 as revoked from 22 May 2026. The site now relies on its Tobique licence.
Has Novatech paid the KSA fine?
The KSA’s sanctions page states that Novatech objected to the EUR 24,846,000 fine, so the decision is not final. Novatech did pay the full EUR 840,000 in penalty payments under the earlier 2024 order, according to the fine decision.
How do I complain about QBet?
Raise the issue with QBet support in writing first. If that fails, use the complaints link in the Tobique Shield in the site’s footer; the Tobique Gaming Commission says complaints sent through its own website are not reviewed.
What is the QBet welcome bonus?
A 100% first deposit bonus up to EUR 100, with 40x wagering on the bonus amount, a EUR 4 maximum bet and a 30-day limit. Free spins are advertised in some countries only.
Which casinos are linked to QBet?
Spelinspektionen’s March 2026 decision names 55bet.com, 30bet.com, mangacasino.com and slotexpress.com alongside qbet.com. 55bet currently shows the same operator and licence as QBet.
