Touch Casino Review: Licence, Bonus Terms and Withdrawals

Touch Casino (touchcasino.com) is an offshore online casino run by Starscream Ltd, a Saint Lucia company that holds a Client Provider Authorization from the Kahnawake Gaming Commission. The main strength is choice: more than 40 game studios, a 200-level loyalty scheme with weekly cashback, and a cashier that mixes e-wallets, vouchers, Interac and crypto. Against that sits the fine print: the welcome bonus needs 35 times deposit plus bonus within seven days, winnings from it are capped at five times the bonus, and withdrawals are limited to EUR 5,000 a week. Experienced slot players in countries the operator accepts, who read terms before they deposit, are the best fit. It is not for UK, US or Ontario residents, and the operator was fined EUR 4,228,000 by the Dutch regulator in December 2025 over three sister sites.

This review is desk research. We checked the operator’s terms and conditions, bonus terms, payments page, responsible gaming page, loyalty and VIP pages and the licence register on 8 October 2026, loading the site through Irish and Canadian connections, and we read the Dutch regulator’s published fine decision. The licence trail here is clean and direct, which is not always the case with offshore casinos. The footer of every page we loaded names Starscream Limited and the Kahnawake authorization number 00952, clause 1.6 of the terms gives the Saint Lucia company number and address, and the Kahnawake Gaming Commission’s own permit-holder list pairs Starscream Limited with www.touchcasino.com. The commission’s certificate page for Touch Casino carries the date 31 July 2023, which matches the “issued July 2023” wording in the terms. Kahnawake has licensed online gambling since 8 July 1999, and the commission itself was founded on 10 June 1996.

Starscream runs more than one casino under the same authorization. On the same permit-holder page, the Starscream Limited entries include allstarzcasino.com, rantcasino.com, crazeplay.com, quacksino.com, stake7.com and x7casino.com. That matters for two reasons covered later: limits and self-exclusion at Touch Casino apply to Touch Casino only, and the Dutch fine described below concerns sister sites of the same company.

Payments are handled by Stardust Global CCS Ltd, a company registered in Larnaca, Cyprus, which the terms describe as the independent payment administration agent. Card and bank statements can therefore show a different merchant name from Touch Casino; clause 3.13 warns that transactions may appear “under different names”.

What the Kahnawake licence means for complaints

Unlike the Curaçao Gaming Authority, which does not mediate individual disputes, the Kahnawake Gaming Commission has a player complaint process. Clause 10 of the Touch Casino terms sets out the steps. First you write to [email protected]; the complaint goes to the support team and then to Starscream’s disputes team, and the operator says it tries to close complaints within 7 business days. If you are not satisfied, you can send a written complaint to the commission at [email protected] no sooner than seven days and no later than six months after the issue first arose. The complaint must identify you, describe what happened and list the steps you already took with the casino. Starscream commits to answer within 10 working days of hearing from the commission.

The six-month window is the detail most players miss. A withdrawal that has been stuck since spring cannot be escalated in the autumn, so keep chat transcripts and emails and escalate within the deadline.

Regulator action: the Dutch fine on Starscream

The Netherlands Gambling Authority (Kansspelautoriteit, KSA) fined Starscream Limited EUR 4,228,000 in a sanction decision dated 16 December 2025, published as a PDF on the KSA website. The KSA found that Starscream offered games of chance to Dutch players without a Dutch licence through sugarcasino.com, rantcasino.com and allstarzcasino.com. Its inspectors examined the first two sites in June and September 2024 and could register with Dutch details and deposit EUR 10 from a Dutch bank account. The decision also records an order subject to penalty sent on 21 January 2025 and a later decision of 4 September 2025 that collected EUR 840,000 in forfeited penalty payments after allstarzcasino.com was still open to Dutch players in May 2025.

Touch Casino itself is not named in the decision. The fine still counts against the licence score in our rating, because it shows how the same company handled a market where it held no licence, and because Touch Casino does not list the Netherlands among its restricted countries either.

A licence from Kahnawake tells you who is accountable and where to complain. It says nothing about whether online casino play is legal where you live. Our guide to legal online casinos by country explains how national licensing works.

Which countries Touch Casino accepts

Clause 2.8 of the terms forbids use of the casino by residents of: Afghanistan, Barbados, Belarus, British Indian Ocean Territory, Burkina Faso, Cayman Islands, Curaçao, Democratic People’s Republic of Korea, Democratic Republic of the Congo, Haiti, India, Iran, Jamaica, Jordan, Lithuania, Mali, Malta, Mozambique, Myanmar, Nigeria, Ontario, Panama, Pakistan, Philippines, Russia, Senegal, South Sudan, Syria, Tanzania, Turkey, Trinidad and Tobago, Uganda, United Arab Emirates, United Kingdom, United States Minor Outlying Islands, USA, Vanuatu, British Virgin Islands, US Virgin Islands and Yemen. Clause 2.9 adds that Starscream may refuse players from countries on FATF, EU or UN high-risk and sanctions lists.

Clause 2.1 puts the burden on you: it is “your sole responsibility” to know whether online gambling is legal where you live, and clause 2.7 says the company will not reimburse deposits or winnings lost because of a breach of local law. Being absent from the restricted list is therefore not a promise that playing is lawful or protected in your country.

• United Kingdom. Only operators licensed by the UK Gambling Commission may offer gambling to people in Great Britain under the Gambling Act 2005, and GAMSTOP self-exclusion only covers UKGC-licensed sites. Touch Casino is not UKGC-licensed, lists the United Kingdom as a restricted country and is not for UK residents.
• United States. The USA and US territories are restricted. Touch Casino is not for US players.
• Canada. Ontario is restricted, because Ontario runs its own regulated iGaming market. The site has a Canadian English version and offers Interac, but residents of other provinces should check their provincial rules first.
• Netherlands. Starscream holds no KSA licence, and the KSA fined the company EUR 4,228,000 in December 2025 for serving Dutch players through three sister sites. Touch Casino is not for Dutch players.
• Sweden. Touch Casino has no Spelinspektionen licence, so Spelpaus self-exclusion does not apply to it.
• Australia. Australia is not on the list, but under the Interactive Gambling Act 2001 offering online casino games to Australians is an offence for the operator, and ACMA blocks such sites.

Welcome bonus and bonus terms

Section 2.1 of the bonus terms sets out the welcome offer, and the promotions page we loaded on 8 October 2026 advertised the same headline: 100% up to EUR 1,000 and 100 Book of Dead free spins. The old version of this page listed only the first-deposit part; the full package runs over three deposits.

The rules behind it are where the value is decided:

Worked example: what 35x deposit plus bonus means

Take a first deposit of EUR 100. The 100% match adds EUR 100 in bonus funds, so the bonus balance is EUR 200. Wagering is calculated on both parts: EUR 200 x 35 = EUR 7,000 of slot bets before anything can be withdrawn. At the EUR 5 maximum stake, that is at least 1,400 spins, and they must all happen within seven days.

Now apply the maths of the games. A slot with a 96% return to player keeps about 4% of every euro staked over the long run. Four per cent of EUR 7,000 is about EUR 280 of expected loss, which is more than the entire EUR 200 balance. In plain terms, the average player runs out of money before finishing the wagering; finishing with a profit takes a winning streak, not a method. If you do get through, clause 2.1.8 caps the winnings you can withdraw from the bonus at five times the bonus, so EUR 500 on a EUR 100 bonus.

The minimum deposit shows the same picture at a smaller scale. EUR 20 plus a EUR 20 bonus needs EUR 1,400 of bets, the expected loss at 96% RTP is about EUR 56 against a EUR 40 balance, and the cashout cap from the bonus is EUR 100. For a maximum first deposit of EUR 1,000, wagering reaches EUR 70,000, which at EUR 5 a spin is 14,000 spins in a week.

Two further terms deserve attention. Clause 1.8 says that once you join a promotion, your deposit and the bonus both become “bonus balance”, so you cannot simply withdraw your own money mid-way without forfeiting the bonus and its winnings. Clause 4.3 of the general terms also requires every deposit to be wagered at least once before a withdrawal, bonus or not. If you prefer to play without these strings, decline the bonus before your first bet; clause 1.9 says you must contact support to cancel a bonus you have opted into. The 100 free spins

Your free spins are credited on Book of Dead, a Play’n GO slot, or on Pragmatic Play’s Sweet Bonanza where Book of Dead is not available. Spin value is not stated in the bonus terms. Winnings from them carry their own 35x wagering, and the spins expire 24 hours after crediting under the welcome clause 2.1.6. Section 2.5 on deposit free spins gives a 7-day expiry and a EUR 100 cap on winnings “unless otherwise stated”, so it is unclear which cap applies to the welcome spins. Other promotions, loyalty and VIP

Beyond the welcome package, the promotions page listed on 8 October 2026: Pragmatic Play’s Drops & Wins network promotion with a stated prize pool of EUR 25,000,000, “Blasts & Races” tournaments with a EUR 15,000 first prize, a Halloween campaign called The Secrets of Salem running through October, weekly cashback on Mondays and the VIP club. Other deposit bonuses (reloads, retention and VIP offers) follow the same default of 35x deposit plus bonus, seven days and a 5x cashout cap unless a promotion says otherwise (bonus terms 2.4).

The loyalty programme has 200 levels in six tiers. You earn one loyalty point for every EUR 10 of real-money slot bets; bonus wagers, free-spin wagers and jackpot contributions earn nothing. Cashback is paid on Mondays before noon Central European Time for the previous seven days, calculated as bets minus wins minus bonuses received.

Cashback and level-up rewards are the friendliest money on the site: both carry 1x wagering. Cashback is credited as bonus funds that expire after seven days, withdrawals from it are capped at five times the cashback amount, it is only paid to verified players, and it can never exceed 25% of the deposits made in the cashback period (bonus terms 2.3). Keep the point maths in mind, though. Reaching Bronze takes 10,000 points, which means EUR 100,000 of real-money slot bets at one point per EUR 10.

The VIP club is by invitation and promises a personal account manager by email and phone, tailored bonuses and cashback, monthly profit boosts, VIP-only events and priority withdrawals. The page gives no entry criteria. Clauses 4.10 and 4.11 of the terms also let management lift withdrawal limits for players “with a higher VIP status”, which is the only route the terms offer around the weekly cap.

Payments and withdrawals

The cashier differs by country; clause 4.2 says available withdrawal options “may differ depending on the market”. The table below is the payments page as it loaded through a Canadian connection on 8 October 2026, with the per-transaction maximums from the cashier data served on the same page. Where that data showed no maximum, we write “not stated”.

The cashier data behind the page also holds country-specific entries, such as Trustly, Paysafecard, iDEAL, SEPA, Apple Pay and Google Pay through AstroPay, Payz and Binance Pay, but these were not shown in the visible table, so we do not list them as available. Card and voucher deposits are one-way: if you deposit by card, Cashlib, Flexepin or CashtoCode, you will need another method for withdrawals, and clause 4.4 says withdrawals go back to the source of funds where possible. Fees

Clause 3.1 says Touch Casino does not charge deposit fees, though your bank may. Clause 4.14 reserves the right to charge withdrawal fees, which must be shown when you request the withdrawal. Currency conversion costs are yours (clause 3.14). Inactive accounts carry a fee: after 12 months without a login, Starscream may charge EUR 5 a month on an account with a real-money balance (clause 8.3), after notice by email up to a month before.

Withdrawal limits and processing time

Two practical consequences follow. A EUR 20,000 win would take a month to collect at the monthly cap and four weeks at the weekly cap; anything larger is paid over several months unless the VIP team lifts the limit. Also, the payments page shows a EUR 10 minimum for bank transfer withdrawals while clause 4.11 sets EUR 30 inside the EU and EUR 250 outside it; under clause 1.3 the terms prevail, so plan on the higher figure. “Instant after approval” on the payments page refers to the transfer after Touch Casino has approved the request, not to the whole process.

Verification (KYC)

Registration asks for your name, address, date and place of birth, nationality and email (clause 2.10). Before payouts, the payment team “will carry out additional verification procedures” and can ask for an identity document and a utility bill (clause 4.7). Once your cumulative deposits exceed EUR 2,000, the terms add proof of source of wealth, source of funds and political status. Clause 3.3 says withdrawals are processed only after you supply all due diligence documents, and clause 5.3.4 allows the account to be suspended and withdrawals held until proof is accepted. Upload your documents straight after registering rather than after a win; that is the simplest way to avoid a payout sitting in review.

Games and software

The lobby is split into new, hot, slots, Megaways, roulette, table games, live dealer, Drops & Wins and Blasts & Races sections. Touch Casino does not publish a total game count on the pages we read, so we do not give one. The provider strip on the homepage carried logos for more than 40 studios on 8 October 2026, among them Pragmatic Play, Play’n GO, Hacksaw Gaming, Relax Gaming, Yggdrasil, Quickspin, Thunderkick, Playson, Betsoft, Habanero, Evoplay, Endorphina, Fugaso, Mascot, PG Soft, Spribe, Kalamba Games, Swintt, Tom Horn and 1×2 Gaming. The bonus terms’ list of excluded slots also names Nolimit City titles such as San Quentin xWays and Mental 2, so those games are in the library even though they do not count towards wagering.

Live tables come from Ezugi (part of Evolution), Vivo Gaming and BetGames, according to the same provider strip. The old version of this page listed NetEnt, Big Time Gaming, Red Tiger and Evolution’s own live studio; none of those logos appeared on the pages we loaded, so we do not claim them. Game choice can also differ by country, because studios block some markets.

On fairness, clause 7.2 says iTech Labs evaluated the random number generator. We did not find a published RTP report or payout audit on the site, and the lobby data we loaded contained no RTP field values. Check each game’s help screen for its return to player before you play, since some studios release the same slot at several RTP settings.

Mobile and customer support

Touch Casino runs in the browser on phones and tablets; we found no native app on the pages we read, and none is needed to play. The site is offered in English, German and French, plus separate Canadian and New Zealand English versions.

Support channels are live chat, linked from every page as “Live Support Chat”, and email at [email protected], which is also the address for complaints and account closure. The pages we read do not state opening hours for live chat, so we do not claim round-the-clock cover. A help centre at helpcenter.touchcasino.com is linked from the footer; it did not load through our connections on 8 October 2026. Account closure must be requested in writing (clause 2.26), and if the reason is a gambling problem, the terms ask you to say so.

Responsible gambling tools

Touch Casino is 18+ only; clause 2.1 also applies any higher minimum age set where you live. The responsible gaming page and section 6 of the terms list these tools, all in the “Limits” section of the account:

• Deposit limits over a chosen period. Lowering a limit takes effect at once; raising or removing it takes 24 hours, and removing a limit set at EUR 0 takes 180 days (terms 6.2).
• Take a Break: locks the account for a period you choose; it cannot be reopened before the period ends.
• Self-exclusion for six months from the account, or permanent self-exclusion on request through live chat or email.
• Self-assessment test linked from the responsible gaming page.

Three gaps stand out. The site lists no loss limits, wager limits or session-time limits, only deposit limits. Limits and self-exclusion apply to Touch Casino only and not to other Starscream sites (terms 6.7 and 6.9), so if you exclude here you must ask support to extend it across the group. Reopening after self-exclusion takes only a request and a 24-hour wait (terms 6.10). The page also points to further self-exclusion options through the Kahnawake Gaming Commission.
